Ø Conducted design and construction project management for
the Joint Programs Office of the U.S. Department of Justice and Homeland
Security for the installation of the Integrated Wireless Network (IWN) in the
states of Washington and Oregon. Network included the installation of
LMR, UHF and VHF spectrums.
Ø Required by the client to be a “Subject Matter Expert (SME)” based on
experience and education in all phases of Design, Engineering, Microwave Path
Survey and alignment, HVAC, Electrical to include NEC requirements, T1/DS1/DS3
to include fiber optic installation, Back-up power generation in AC and DC,
Grounding, Acquisitions and Zoning/Permitting Processes.
Ø Developed comprehensive budgets ensuring contingencies and margins are
met. -Conducted initial site assessment to detail a very defined Scope of
Work in all facets of the site to include; tower design and/or modifications,
utilities (based on existing and proposed load calculations), Backhaul
(Microwave/T1/DS1/DS3), interior and exterior grounding upgrades (specific to
Motorola R-56 Standards), emergency power (AC and DC), interior shelter
modifications for equipment placement and generator install/upgrade.
Ø Reviewed and approved all architectural and engineering drawings for accuracy
and completeness to include site drawings and specifications, tower drawings
and specifications, shelter drawings and specifications.
Ø Contracted for, reviewed and approved all regulatory documentation as
may be required by jurisdictional authority and OSHA to include: NEPA, SHPO,
Phase I Assessments, Geotechnical surveys, Tower Structural Analysis,
FAA/FCC, Lead Based Paint and Asbestos Containing Material Surveys.
Ø Conducted Zoning and Permitting when required by Jurisdictions to
include obtaining or modifying existing Right of Way agreements (utilities
and microwave path). Jurisdictions included city, county, state, federal
lands and Special Appointed Land Commissions.
Ø Managed the progress of the General Contractors at multiple sites.
Conducted rigorous site inspections at regular and irregular intervals to
insure proper completion per plans and codes.
Ø Conducted Final Acceptance Testing with the Joint Programs Office of
the US Department of Justice obtaining 100% acceptance of all sites.
